Appropriates $16 million to the Board of Regents for Higher Education from the General Fund for fiscal year ending June 30, 2021, for the debt-free community college program.

Establishes a separate, nonlapsing "debt-free community college account" within the General Fund to receive state appropriations, deposits from the Connecticut Lottery Corporation, and net revenue from online lottery draw games.

Requires the Connecticut Lottery Corporation and other entities offering online lottery games to deposit net revenue from those offerings into the debt-free community college account, with the account expendable solely for the debt-free community college program.

Mandates that lottery corporations or entities report anticipated deposits and net revenue to the Board of Regents within 30 days of initial online offering and annually thereafter on January 1st.

Amends lottery statutes to include the debt-free community college account as a recipient of lottery fund transfers, alongside the General Fund and Connecticut Teachers' Retirement Fund Bonds Special Capital Reserve Fund.
