Requires the governing board of each Connecticut institution of higher education to develop and adopt a freedom of expression policy by January 1, 2021.

Policy must prioritize freedom of expression in research, teaching, discussion and debate, and protect expression even when ideas or opinions are disagreeable or offensive.

Requires content-neutral, reasonable limitations on time, place and manner of expression only when necessary to serve a compelling institutional interest.

Mandates allowance for protests and demonstrations by lawfully present persons on campus, including spontaneous protests, provided they do not substantially interfere with institutional functions or others' ability to participate in expressive activities.

Requires designation of public areas on campus as public forums open to any speaker on equal terms and mandates equal availability of safety resources for all invited speakers.

Each institution must submit its adopted policy to the Joint Standing Committee on Higher Education and Employment Advancement by February 1, 2021.
