Establishes a task force to study property and casualty insurance in Connecticut.

Task force comprises 12 members: two appointed by the House Speaker, two by the Senate President Pro Tempore, one each by the House and Senate majority leaders, one each by the House and Senate minority leaders, the Insurance Commissioner or designee, and two appointed by the Governor.

All initial appointments must be made within 30 days of the bill's effective date, with the first meeting scheduled within 60 days; General Assembly members may serve on the task force.

The joint standing committee on insurance shall provide administrative staff support to the task force.

Task force must submit findings and recommendations to the joint standing committee on insurance no later than January 1, 2021, and shall terminate upon submission of the report or January 1, 2021, whichever is later.
