Prohibits property and casualty insurers from discriminating against individuals solely because they are victims of domestic violence, effective October 1, 2020.

Applies discrimination restrictions to all insurance policy actions including delivery, issuance, renewal, amendment, continuation, endorsement, offering, withholding, and cancellation.

Defines domestic violence discrimination as an unfair method of competition and unfair/deceptive act or practice under Connecticut's Unfair Insurance Practices Act (section 38a-816).

Amends section 38a-816 to add violation of the domestic violence non-discrimination provision as item (24) in the list of unfair insurance practices subject to enforcement and penalties.
