• Establishes a health benefit review program within the Insurance Department to evaluate mandated health benefits requested by the joint standing committee on insurance, effective July 1, 2020.

• Prohibits the General Assembly from enacting mandated health benefit legislation after January 1, 2021, unless the benefit has undergone the required review and hearing process, or the insurance committee votes by two-thirds majority to waive this requirement.
