Establishes a task force to study the use of dog breed as an underwriting factor in homeowners insurance policies delivered, issued, renewed, amended, or endorsed in Connecticut.

Task force composition includes 12 members: two each appointed by the Speaker and President Pro Tempore of the Senate, one each from House and Senate majority and minority leaders, the Insurance Commissioner or designee, and two appointed by the Governor.

Initial appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to the joint standing committee on insurance by January 1, 2021, and terminates on the report submission date or January 1, 2021, whichever is later.

Study shall examine the feasibility and effects of prohibiting dog breed as an underwriting factor for homeowners insurance policies.
