Expands Section 10-33 to allow school districts without complete K-12 instruction to pay tuition for elementary and middle school students (in addition to high school students) to attend schools in other districts approved by the State Board of Education.

Removes the requirement that students must have "completed an elementary school course" before attending school in another district, allowing earlier grade transfers.

Permits districts that pay tuition under Section 10-33 to reduce their education budget appropriations by the difference in resident student enrollment multiplied by the per-student tuition amount, using October 1 enrollment data compared to prior years (2017-2018 and 2018-2019 comparisons).

Allows school districts to charge tuition to other districts for students attending their schools pursuant to Section 10-33, as amended.

All provisions become effective July 1, 2020.
