Requires social-emotional learning principles and practices to be integrated throughout all components of professional development programs for certified educators in Connecticut schools, effective July 1, 2020.

Mandates local and regional boards of education provide at least 18 hours of annual professional development at no cost to certified employees, with a preponderance in small group or individual settings.

Adds social-emotional learning to the priorities that professional development and evaluation committees must consider when developing comprehensive local professional development plans for districts.

Requires each local and regional board of education to include goals for integration of social-emotional learning principles and practices in their statement of educational goals and professional development programs.

Directs the State Board of Education to develop guidelines to assist local and regional boards in implementing social-emotional learning integration within their professional development and educational planning.
