• Prohibits employers with 3+ employees, landlords, institutions of higher education, places of public accommodation, creditors, and insurers from discriminating based on criminal history record information, effective October 1, 2020.

• Requires employers to conduct individualized assessments considering nature of the crime, degree of rehabilitation, and time elapsed before denying employment; provisional pardons and rehabilitation certificates establish presumption of rehabilitation.

• Bans discrimination in housing based on criminal history of buyer/renter, residents, or associated persons; exempts owner-occupied single-family homes and rental rooms in owner-occupied units.

• Prohibits discrimination in credit transactions, life insurance premiums, and automobile insurance policies based on criminal history record information.

• Prevents criminal history from being a limiting factor in state-administered benefit programs and requires all state agency services to be performed without discrimination based on criminal history.
