Increases civil penalties for violations of municipal building codes and regulations from $2,000 to $5,500 maximum when a person fails to comply with discontinuation or cease and desist orders within ten days.

Expands the definition of repeat violations to include individuals who initially comply with an order but subsequently engage in conduct that constitutes a new violation of such order.

Maintains criminal penalties of $10-$100 per day for unintentional violations and $100-$250 per day plus up to 10 days imprisonment (maximum 30 days total) for willful violations.

Allows municipalities to recover costs and reasonable attorney's fees in criminal prosecutions where the court finds a violation was willful.

Effective October 1, 2020, applies to violations under section 8-12 and expands enforcement procedures for various state statutes listed in section 51-164n.
