Repeals and replaces Section 51-220 of general statutes to establish a new method for calculating the number of jurors summoned from each town based on proportional population representation within the judicial district.

Requires the Jury Administrator to calculate jury summoning percentages by determining each town's proportional share of the judicial district population and dividing by the town's yield ratio, which measures historical juror compliance rates.

Directs the Jury Administrator to use population figures from the last published United States Census when making these calculations.

Requires the Jury Administrator to annually compile data on jurors summoned from each town who complied with summons and appeared for jury service to inform future calculations.

Authorizes the Jury Administrator to use electronic data processing and computerized systems to perform jury selection, drawing, and summoning duties under the chapter, effective October 1, 2020.
