Repeals Section 12-572b of the 2020 supplement to the general statutes governing advanced deposit wagering, effective from passage.

Amends Section 12-571 to remove the provision stating that the effective date of transfer of the off-track betting system was June 30, 1993.

Authorizes the Commissioner of Consumer Protection to negotiate and award a contract for sale of the off-track betting system, including its assets, liabilities, and operating rights.

Declares that off-track betting on races conducted under department administration shall be lawful notwithstanding other state, special, or municipal laws prohibiting gambling, lotteries, or bookmaking.

Requires the Commissioner to adopt rules and regulations governing the operation of off-track betting until the effective date of ownership transfer.
