Extends the application deadline for veterans to apply for military training evaluation from two years to five years after discharge from the armed forces.

Allows active duty members and National Guard members to submit applications for military training evaluation to the Labor Department's apprentice training program.

Permits the Labor Commissioner to substitute qualified military training for all or part of an apprenticeship program term, or allow applicants to sit for licensure exams without completing an apprenticeship if training is equivalent.

Requires the Labor Department to obtain federal office of apprenticeship concurrence before deducting military training hours from apprenticeship requirements, provided applicants complete minimum hours required under federal law.

Takes effect October 1, 2020 and amends Connecticut General Statutes Section 31-22u.
