Establishes a task force to study ranked-choice voting implementation for federal, state, and municipal elections in Connecticut, including feasibility, required process changes, costs, and recommended statutory changes.

Task force composition includes 10 members: two appointed by the House speaker (one from a ranked-choice voting advocacy organization and one from University of Connecticut's Center for Voting Technology Research), two by the Senate president pro tempore (one registrar of voters), one town clerk appointed by House majority leader, one person with ranked-choice voting experience from outside the state appointed by Senate majority leader, one member each appointed by House and Senate minority leaders, the Secretary of the State or designee, and two Secretary-appointed members (one election law expert and one election technology professional).

First task force meeting must be scheduled within 60 days of the effective date, with all appointments completed within 30 days of enactment.

Secretary of the State or designee serves as task force chairperson; administrative support provided by the joint standing committee on elections.

Task force must submit findings and recommendations to the joint standing committee on elections by March 1, 2021, and terminates upon report submission or March 1, 2021, whichever is earlier.
