Amends section 9-704(e) of Connecticut general statutes to specify that non-qualifying contributions under the Citizens' Election Program must be returned to contributors rather than transmitted to the State Elections Enforcement Commission.

Establishes four categories of contributions that do not qualify: contributions from state contractor principals, contributions under $5, contributions of $5+ without full name and address, out-of-state contributions exceeding applicable limits, and contributions from youth under 12 years old.

Requires the State Elections Enforcement Commission to return non-qualifying contributions to the candidate committee treasurer, who must then refund them to the original contributors.

Takes effect July 1, 2020.
