HB 5406 - Campaign Finance Statutes Revision

• Establishes independent expenditure political committees as distinct entities that can make unlimited independent expenditures and contributions only to other independent expenditure committees, effective immediately.

• Removes aggregate contribution limits for individuals to allow unlimited contributions to independent expenditure political committees and certain other committees, while maintaining per-candidate and per-committee contribution limits.

• Authorizes business entities and organizations to make independent expenditures and contributions to independent expenditure political committees, previously prohibited.

• Modifies campaign finance reporting requirements by implementing weekly supplemental statements for candidates in primaries and general elections with participating candidates, aligning filing schedules across state and legislative offices.

• Changes the definition of "expenditure" to exclude candidate debate communications made by debate sponsors and certain other advocacy communications made prior to the 90-day pre-election period.
