Amends section 5-278(e) of Connecticut General Statutes effective July 1, 2020, to establish that collective bargaining agreements and arbitration awards may supersede general statutes, special acts, and state agency regulations, except regarding retirement system participation effective dates.

Retirement system participation effective dates resulting from collective bargaining agreements or arbitration awards shall be the first day of the third month following receipt of a certified copy by the Retirement Commission, or such later date as specified in the agreement or award.

For any collective bargaining agreement or arbitration award approved on or after July 1, 2020, provisions of the Freedom of Information Act shall prevail over conflicting agreement or award provisions.

Prevents future collective bargaining agreements and arbitration awards from superseding or limiting public access rights under the Freedom of Information Act.
