Repeals and replaces Section 1-6 of the general statutes effective October 1, 2020, with provisions for conditional adoption of Atlantic Standard Time.

Maintains current time standard based on the seventy-fifth meridian west of Greenwich, with daylight saving time from the second Sunday in March at 2 a.m. to the first Sunday in November at 2 a.m.

Requires the Governor to apply to the U.S. Secretary of Transportation for a time zone change to Atlantic Standard Time upon enactment of adoption legislation in Massachusetts, Rhode Island, and New York.

Authorizes Connecticut to adopt Atlantic Standard Time only if the Secretary of Transportation approves the Governor's application and the three neighboring states have enacted their own Atlantic Standard Time legislation.
