Modifies Connecticut General Statutes section 1-225(d) to permit written notice of special meetings to be delivered electronically to members' designated email addresses instead of only by personal delivery.

Requires public agencies to post special meeting notices on their websites at least 24 hours before the meeting and file notices with appropriate state or local officials 24 hours in advance.

Allows members to waive written notice delivery by filing a written waiver electronically (replacing the previous requirement for telegram waivers).

Updates section 1-228 to allow adjournment notices for regular and special meetings to be given electronically using the same procedures as special meeting notices under the amended section 1-225.

Takes effect October 1, 2020, and applies to all public agencies except the General Assembly, its houses, and committees.
