Commissioner of Economic and Community Development shall conduct a study on methods to incentivize clean energy use by manufacturers and businesses in Connecticut, in consultation with the Department of Energy and Environmental Protection and Public Utilities Regulatory Authority.

Study shall examine feasibility of offering financial incentives for solar energy and battery storage use by manufacturers.

Study shall evaluate increasing project caps for behind-the-meter projects for manufacturing and large commercial businesses, and treating energy storage as a generator with streamlined interconnection processes.

Study shall consider higher deployment targets for combined heat and power systems, retaining fuel cell technology manufacturing jobs, and expanding energy storage targets and incentives.

Commissioner must submit a report detailing study findings to the joint standing committee on commerce no later than January 1, 2021.
