Bill Summary: HB 5434

• Requires personal financial management, including financial literacy, to be included in consumer education curriculum for all public school students, effective July 1, 2021.

• Mandates that high school students graduating in 2025 and thereafter complete at least one credit in personal financial management as part of the 25-credit graduation requirement.

• Directs the Department of Education to develop a comprehensive personal financial management course curriculum by July 1, 2021, and a model curriculum for grades kindergarten through eight.

• Establishes a personal financial management pilot program administered by the Capitol Region Education Council for fiscal years ending June 30, 2022 and 2023 to assist member school districts.

• Allows local and regional boards of education to accept gifts, grants, and donations for developing and implementing personal financial management curriculum.
