Prohibits the Commissioner of Administrative Services from delegating administration of the school building project grant program under chapter 173 to the Secretary of the Office of Policy and Management or any other state agency through memorandum of understanding or contractual agreement.

Voids any memorandum of understanding or contractual agreement entered into before the bill's effective date that attempted to delegate these administrative duties and responsibilities.

Requires the Department of Administrative Services to maintain a publicly accessible database of school building projects for which grants have been authorized under chapter 173.

Database must include eligible school building projects listed by category with estimated grant amounts starting from lists submitted prior to December 15, 1999, plus authorized projects from January 1, 2000 forward.

Database entries for authorized projects on or after January 1, 2000 must include project start date, actual or anticipated completion date, payments made, estimated and actual costs with revisions, and project type, with annual updates required by January 1st.
