Prohibits local and regional boards of education from developing, adopting, or implementing policies that discriminate against students based on natural hair, hair texture, or hairstyle, including braids, dreadlocks, and twists.

Amends Connecticut General Statutes Section 10-221 to add a new subsection (g) establishing the prohibition on hair-based discrimination in school policies and student participation in school activities and programs.

Amends Section 10-15c to add "hair texture or style" to the list of protected characteristics alongside race, color, sex, gender identity or expression, religion, national origin, and sexual orientation in prohibiting school discrimination.

Takes effect on July 1, 2020 for both amended sections.
