The Commissioner of Social Services shall conduct a study of Medicaid-funded state programs administered under Title XIX of the Social Security Act.

The study must examine factors pertinent to quality of care, gaps in access for eligible residents, and whether program provisions need changes to comply with the Patient Protection and Affordable Care Act (P.L. 111-148).

The Commissioner must report findings to the joint standing committees of the General Assembly having cognizance of aging and human services matters no later than July 1, 2021.

The report may include the Commissioner's recommendations for addressing identified gaps in Medicaid-funded state services and improving access to such services.
