Requires the Commissioner of Social Services to include in the fee schedule a rate for in-home counseling, assessment, and support services provided by a licensed social worker employed by a home health care agency, effective July 1, 2020.

Services must be provided by a social worker licensed pursuant to chapter 383b and employed by a home health care agency to be eligible for Medicaid reimbursement.

Home health care agencies or home health aide agencies may request a hearing within ten days of receiving written notice of rates if they believe material changes in circumstances warrant review.

Commissioner of Social Services shall adopt regulations in accordance with chapter 54 to implement the provisions, with authority to implement policies and procedures during the regulatory adoption process for up to nine months with proper notice.

Clarifies that no rate or fee may exceed the charge to the general public for similar services.
