• Amends Connecticut General Statutes section 17a-503(a) to add opioid overdose as grounds for police emergency intervention, effective July 1, 2020.

• Authorizes police officers to take into custody and transport to a general hospital any person suffering from an apparent narcotics overdose who needs immediate care and treatment.

• Requires officers to execute a written request for emergency examination detailing the circumstances of custody, which must be left with the hospital facility.

• Establishes that persons taken into custody must be examined within twenty-four hours and cannot be held for more than seventy-two hours unless committed under section 17a-502.
