Commissioner of Emergency Services and Public Protection may commission police officers at independent institutions of higher education upon application by the institution.

Commissioned officers must be certified as police officers pursuant to section 7-294d and designated by the institution, acting at the institution's expense.

Police officers may exercise law enforcement authority within the institution's law enforcement unit on institutional premises and must arrest offenders in their precinct.

Institution's law enforcement unit must enter into a memorandum of understanding with municipalities regarding officer authority on highways adjacent to campus.

Police officers and units must comply with standards and practices adopted by the Police Officer Standards and Training Council; the commissioner retains supervision authority and must notify superior court clerks when commissions are issued or revoked.
