Eliminates the August 31, 2015 deadline for receiving assistance from the Sandy Hook Workers Assistance program, allowing affected persons to apply at any time.

Removes the June 30, 2014 deadline for submitting notices of claim and makes applications available from the date the Office of Victim Services recovers money for deposit in the fund.

Directs the Office of Victim Services to seek recovery of any funds transferred to charitable trusts or entities prior to January 1, 2020 that have not been used to pay claims, with recovered money to be redeposited in the state fund.

Changes reporting requirements from monthly to quarterly for fund status reports and shifts initial reporting deadline to July 1, 2020 instead of April 1, 2013.

Authorizes transfer of the fund to a charitable trust or entity authorized by the General Assembly to operate the program, but requires General Assembly approval for any such transfer.
