Exempts individuals age 65 and older from the Passport to the Parks fee on vehicle registration effective July 1, 2020

Exempts veterans (honorably discharged from or released under honorable conditions from active service or reserve status in armed forces) from the Passport to the Parks fee on vehicle registration

Limits collection of the Passport to the Parks fee to one vehicle per person, regardless of how many vehicles that person registers or renews with the Commissioner of Motor Vehicles

Maintains existing fee structure for those who must pay: $15 for triennial registration, $10 for biennial registration, and $5 for annual registration for passenger, motorcycle, motor home, combination, and antique vehicles

Deposits collected fees into the Passport to the Parks account, with payments supporting state park operations
