Increases school building project grant percentages by 10 percentage points for schools in municipalities deemed "inclusive" by the Department of Housing, effective for projects approved on or after July 1, 2022

Defines "inclusive municipality" as a town with population greater than 6,000 that has less than 10% affordable housing units

Requires inclusive municipalities to maintain zoning regulations that promote fair housing, provide streamlined processes for multifamily housing of three or more units, permit mixed-use development, and allow accessory dwelling units

Requires inclusive municipalities to have constructed new affordable housing units restricted to individuals or families at or below 80% of state median income, equaling at least 1% of the town's total housing units in the three years before application

Amends Connecticut General Statutes Section 10-285a, effective upon passage
