Establishes a task force to study the need for and feasibility of creating a centralized, state-wide geographic information system including base mapping, data standards, authoritative data layers, and a central data repository.

Task force shall evaluate existing geographic information system expertise within state agencies, colleges, universities, regional councils, utilities, and municipalities, and examine GIS centers and policies in other New England states.

Composition includes 10 member categories with representatives from the Office of Policy and Management (chair), Department of Energy and Environmental Protection, Transportation, Emergency Services and Public Protection, Public Health, University of Connecticut, Public Utilities Regulatory Authority, municipal governments, regional councils, and private sector mapping expertise, totaling at least 13 members.

Initial appointments must be made within 30 days of effective date, with first meeting held within 60 days; task force may establish subcommittees and receives administrative support from the legislative planning and development committee staff.

Task force must submit findings and recommendations to the joint standing committee on planning and development by January 1, 2021, and shall terminate on that date or upon report submission, whichever is later.
