No person may collect blood, blood products, plasma, or blood derivatives (including platelets) unless registered with the federal Food and Drug Administration under section 510 of the Food, Drug and Cosmetic Act, excluding those exempt under 21 CFR 607.65.

Blood collection entities must be licensed as a clinical laboratory pursuant to Connecticut General Statute section 19a-30.

Blood collection facilities must maintain a facility in Connecticut that includes collection operations, processing operations, and an immunohematology reference laboratory.

The Commissioner of Public Health may implement an optional licensure program for persons who collect blood, blood products, plasma, or blood derivatives.

The act takes effect October 1, 2020, and establishes requirements to ensure safe collection of blood and blood products.
