Establishes the "Healthy Homes Fund" as a nonlapsing account within the General Fund, managed by the Department of Housing and effective October 1, 2020.

Allocates up to $1 million from insurance remittances for 2019 to the Department of Economic and Community Development for grants to homeowners in the West River area of New Haven and Woodbridge with homes damaged by subsidence, and homeowners near Yale Golf Course with water infiltration or structural damage.

Funds a program to reduce health and safety hazards in residential dwellings through removal and remediation of lead, radon, and other contaminants or conditions.

Establishes a 10-year pilot program beginning January 1, 2021, to provide energy efficiency retrofits in at least 500 residential dwellings annually, consistent with utility company Conservation and Load Management Plans.

Requires the Commissioner of Housing to contract with nonprofits to employ certified in-home environmental assessors and report annually to the General Assembly on fund status and program outcomes.
