Establishes the "drug assets forfeiture revolving account" funded by proceeds from property sales and forfeited moneys for substance abuse treatment, education, and drug law enforcement purposes, effective July 1, 2020.

Distributes account funds as follows: 70 percent to Department of Emergency Services and Public Protection and local police departments (15 percent for drug education, 85 percent for detection and prosecution), 20 percent to Department of Mental Health and Addiction Services for treatment and education programs, and 10 percent to Division of Criminal Justice for prosecution.

Creates a three-member panel composed of the Commissioner of Emergency Services and Public Protection, state-wide narcotics task force commander, and Connecticut Police Chiefs Association president to authorize expenditures and ensure equitable allocation based on departmental contribution to seizures.

Prohibits expenditures from being placed in state or town general funds and restricts their use to specified law enforcement and drug prevention purposes only.

Directs any year-end unspent funds to remain in the revolving account and be allocated to the Department of Mental Health and Addiction Services for inpatient drug treatment services rather than reverting to the General Fund.
