• Requires the Departments of Correction, Children and Families, Mental Health and Addiction Services, Social Services, and Court Support Services Division to compile annual program inventories by October 1, 2020, categorizing programs as evidence-based, research-based, promising, or lacking evidence.

• Defines "evidence-based" programs as those using scientifically demonstrated methods through controlled evaluations or randomized trials that achieve sustained outcomes and are cost-beneficial when possible.

• Establishes a joint bipartisan subcommittee with seven members from the Finance Committee and seven from the Appropriations Committee to oversee performance-informed budget reviews during biennial budget development.

• Requires state agencies to submit detailed program reports including descriptions, funding sources, cost per participant, outcomes data, and measurable impact on quality of life results for budget consideration.

• Mandates inclusion of estimated expenditure amounts for evidence-based program implementation in agency budget estimates and the Governor's recommended appropriations.
