Bill Summary: HB 5492

• Commissioner of Correction is prohibited from using voice or other communication services to replace in-person visits for incarcerated persons.

• Starting October 1, 2022, the Commissioner must provide free voice communication service to all incarcerated persons, with optional supplemental services including video communication and electronic mail.

• All communication through provided services must be free of charge for both incarcerated persons and those communicating with them, whether initiating or receiving.

• Starting October 1, 2022, Connecticut shall not receive any revenue from communication services provided to incarcerated persons in correctional facilities.

• Sections 18-81x and 54-105a of the general statutes are repealed effective October 1, 2022.
