Updates the effective date for solid waste disposal contract review requirements from July 1, 1971 to July 1, 2020, requiring Commissioner of Energy and Environmental Protection approval for contracts with terms of one year or more.

Establishes a 60-day review period for the commissioner to respond to submitted solid waste contracts; contracts are deemed disapproved if no response is received within 60 days.

Requires the commissioner to verify that waste disposal facilities have necessary solid waste permits and capacity to accommodate contract terms before approval.

Prohibits commissioner approval of contracts that do not further the state-wide solid waste management plan or when in-state disposal or treatment capacity exists to handle the waste.

Exempts contracts between municipalities and resources recovery facilities located in Connecticut that provide for redistribution of surplus revenues to member municipalities from these approval requirements.
