Modifies wastewater treatment facility operator certification requirements to apply standardized national examinations uniformly to all applicants for Class I, II, III, and IV certificates prepared by the Association of Boards of Certification.

Reduces pesticide registration fees from $940 to $188 per calendar year and allows the commissioner to register pesticides for one-year or five-year periods with phased expiration schedules.

Revises pesticide applicator certification fees for commercial supervisory ($285), commercial operational ($80), and private applicator ($100) categories, with renewal provisions and late fees for lapsed certifications.

Modifies natural area preserve approval procedures to remove the requirement for Natural Area Preserves Advisory Committee recommendations and eliminates commissioner approval requirements for municipal noise control ordinances that meet or exceed state standards.

Eliminates fishing restrictions within 250 feet of fishways for lamprey eels, simplifies regulations for aquaculture structures in designated shellfish areas, and makes the commissioner's annual program report discretionary rather than mandatory.
