Establishes a task force to study protocols used by first responders, emergency medical services personnel, police officers, hospital personnel, and medical examiners following opioid overdose deaths.

Task force consists of eight members appointed by legislative leaders, the Commissioner of Public Health, and the Commissioner of Emergency Services and Public Protection, with initial appointments required within 30 days of the bill's effective date.

Task force must hold its first meeting within 60 days and submit findings and recommendations to joint standing committees on public health and public safety by January 1, 2021, after which the task force terminates.

Commissioner of Public Health shall establish guidelines by January 1, 2021, for evidence-based, nonpharmaceutical therapies to treat chronic pain, including chiropractic treatment and physical therapy.

Commissioner of Public Health shall conduct educational and outreach activities to raise awareness of the nonpharmaceutical pain treatment guidelines, effective July 1, 2020.
