The Commercial Recording Division of the Secretary of the State shall establish an electronic business portal as a single point of entry for business registration under state titles 33 and 34, effective October 1, 2020.

The portal shall provide explanatory information and electronic links from multiple state agencies and quasi-public entities including the Labor Department, Workers' Compensation Commission, Departments of Economic and Community Development, Consumer Protection, Energy and Environmental Protection, Revenue Services, and various business development organizations.

Businesses using the portal may create a single online account to register with state agencies, apply for and renew licenses and permits, and pay associated fees through one system.

State agencies and quasi-public agencies may use the portal to communicate with businesses about registration and application status and to maintain a centralized database for managing registrations, licenses, and permits.

The Department of Economic and Community Development shall promote the portal to encourage entrepreneurship and identify modifications to streamline the business registration process.
