Raised Bill No. 5508 Summary

• Automatically transfer juveniles to adult criminal court if they have four or more prior felony adjudications or convictions, provided each offense was committed after age 15 and the child has appointed counsel.

• Add new criteria for automatic transfer: juveniles charged with capital felony, class A felony, class B felony, section 53a-54d violations, or any felony offense with four or more prior felonies are transferred without a discretionary hearing.

• Prohibit inmates convicted of family violence crimes from earning risk reduction credits effective October 1, 2020, while maintaining eligibility for other inmates to earn up to 5 days per month in sentence reductions.

• Require inmates to fully adhere to their offender accountability plan and actively participate in eligible programs and activities to earn risk reduction credits; good conduct alone is insufficient.

• Effective date: October 1, 2020 for all amendments to sections 46b-127 and 18-98e.
