Commissioner of Emergency Services and Public Protection must analyze municipal cybersecurity capabilities across Connecticut to detect, prevent, or respond to unauthorized access, data exfiltration, manipulation, or system integrity/confidentiality/availability impairment

Commissioner must determine the feasibility of the Department of Emergency Services and Public Protection providing individualized cybersecurity assistance to municipalities identified as most at risk

Commissioner shall submit a report with findings and legislative recommendations to the joint standing committee on planning and development by January 1, 2021

The act becomes effective upon passage
