Amends Section 2 of Special Act No. 228 of 1907 to clarify that property used for public library purposes by the Westport Library Association shall be exempt from taxation.

Modifies Section 3 of Special Act No. 228 of 1907 to allow the association to fill membership vacancies (except those designated by the town) by majority vote at a specially called meeting.

Changes Section 6 of Special Act No. 228 of 1907 to replace the ex officio membership system with town designation of seven persons as association members who serve without pay, with the town filling any vacancies.

Repeals Section 4 of Special Act No. 228 of 1907, which had required a minimum of ten association members.

All amendments become effective upon passage of the act.
