Establishes the "regional planning incentive account" as a separate, nonlapsing account within the General Fund, administered by the Secretary of the Office of Policy and Management to fund regional planning organizations and the regional performance incentive program.

Increases funding to regional councils of governments from $125,000 plus fifty cents per capita (through June 30, 2021) to $200,000 plus fifty cents per capita (starting July 1, 2021 and thereafter).

Creates a regionalization subaccount within the regional planning incentive account, funded by excess revenue from Connecticut Lottery Corporation online lottery games or by amount provided for regionalization initiatives under Public Act 19-117.

Streamlines the regional performance incentive program by allowing the secretary to provide funding for joint provision of government services or planning studies, with Connecticut Advisory Commission on Intergovernmental Relations able to recommend specific proposals by December 1, 2020 and annually thereafter.

Modifies regional council of governments bylaws requirements by making it optional (rather than mandatory) to limit officer terms to two consecutive terms and making executive committee provisions optional rather than required.
