Removes the July 1, 2021 sunset date for secondhand dealers licensed as pawnbrokers on March 31, 2011, allowing them to continue paying for property in the manner authorized under section 21-42 indefinitely.

Allows secondhand dealers holding a pawnbroker license for three years without suspension or revocation to pay for property using methods authorized under section 21-42, without a sunset date.

Removes the July 1, 2021 sunset date for precious metals or stones dealers licensed as pawnbrokers on March 31, 2011, permitting continued use of section 21-42 payment methods indefinitely.

Allows precious metals or stones dealers holding a pawnbroker license for three years without suspension or revocation to use section 21-42 payment methods without a sunset date.

Increases the mandatory holding period for precious metals and stones dealers from 5 days to 10 days before selling or disposing of acquired property (excluding bullion or coins), effective October 1, 2020.
