Bill Summary: HB 5522

• Prohibits state agencies from denying the Auditors of Public Accounts access to records and accounts, effective October 1, 2020.

• Requires state contracts entered into, renewed, or amended on or after October 1, 2020, to include provisions authorizing state agencies to access any data held by contractors upon demand at no additional cost.

• Expands auditor authority to examine information concerning audited entities that is in the possession of private contractors, with such information provided upon demand at no cost.

• Mandates state agencies notify the Auditors of Public Accounts at least 15 days before entering into or amending auditing services contracts and receive auditor approval before proceeding.

• Changes multiple state authorities' audit requirements from annual to biennial audits, including the Connecticut Retirement Security Authority, various state authorities, and corporations.
