Repeals section 9-16 and requires town registrars of voters to give notice of elector admission sessions in newspapers 5-15 days in advance, with no requirement that notices be in legal advertisement format.

Repeals section 9-39 and requires municipal registrars to print and distribute final registry lists to voting districts and provide candidates with registry lists for their voting districts upon request, maintaining records in paper or electronic format for at least two years.

Repeals section 9-46a(c) and requires registrars to notify within 30 days the registrars of the municipality where a person previously resided when that person's electoral rights are restored.

All changes take effect October 1, 2020.
