Expands the definition of "mailed" in election law to include commercial carriers, couriers, and messenger services recognized and approved by the Secretary of the State, in addition to the United States Postal Service.

Allows applicants with unforeseen illness, physical disability, or hospitalization within six days before an election to appoint a designee to deliver their absentee ballot if they state the reason and the designee's information on the application.

Requires designees to personally submit the absentee ballot application to the municipal clerk and sign a statement consenting to delivery without tampering with the ballot.

Designates election fraud and interference as a class C felony, including suppressing or destroying votes, miscounting ballots, and falsely announcing primary, caucus, or convention results.

All amendments become effective October 1, 2020.
