Repeals and replaces subsection (d) of section 31-53 of the general statutes, effective July 1, 2021, concerning prevailing wage determinations for public works contracts.

Allows the Labor Commissioner to either hold a hearing to determine prevailing wage rates and employee welfare fund contributions by trade classification, or adopt rates from dominant collective bargaining agreements in the applicable town.

When multiple collective bargaining agreements exist for the same trade or occupation in a town, the dominant collective bargaining agreement prevails.

For residential projects and trades with no collective bargaining agreement in effect, the Labor Commissioner shall adopt prevailing wage rate determinations made by the U.S. Secretary of Labor under the Davis-Bacon Act.
