• Authorizes Commissioner of Administrative Services to enter into state grant commitments for 12 public school building projects totaling approximately $482.9 million in estimated project costs and $224.6 million in state grants.

• Allows New Britain to use 95 percent reimbursement rate for Chamberlain Elementary School renovation and roof replacement projects at Pulaski and Slade Middle Schools, contingent on the district being an educational reform district.

• Permits Norwalk to use reduced reimbursement rates (80 percent for new construction, 50 percent for natatorium and site acquisition) for Norwalk High School project, with requirements to establish pathways in technology early college program and maintain open arts programs.

• Establishes pilot program allowing Danbury to convert commercial space into a high school using design-build methods with 80 percent reimbursement rate and an October 1, 2021 application deadline.

• Recognizes interdistrict magnet school operators (including independent institutions of higher education and approved nonprofits) as local educational agencies under federal law and applies state public school regulations to them.

• Modifies school district minimum budget requirements to exclude COVID-19 supplemental appropriations and federal pandemic relief funds from subsequent year calculations for fiscal years 2020 and 2021.

• Delays implementation of construction management services provisions until July 1, 2021, allowing construction managers to self-perform portions of work when approved as more cost-effective.
